Emissions Rules Explained

Vehicles that weigh 4,500 kg or less in the Ontario Drive Clean program area must pass an emissions test every two years, otherwise the owner cannot renew the license plate sticker.

This rule applies to vehicles that are more than three model years old, and less than 20 model years old. An owner will be notified up to 90 days before the deadline for renewing vehicle license plates.

Motorcycles and motor assisted bicycles are excluded from the emissions inspection requirement.

The Ontario Drive Clean program area includes:

  • Hamilton
  • Chatham-Kent
  • Cornwall
  • Greater Toronto Area (City of Toronto and the regions of Halton, Peel, Durham and York)
  • Kingston
  • Ottawa
  • Urban centers and their commuting zones from Peterborough to Windsor

Passing an emissions test is required to transfer ownership. Testing at registration alternates between odd-year models and even-year models. A vehicle is not required to comply with emissions standards if, after the test, the vehicle is taken to an Ontario Drive Clean repair facility and work costing a minimum of $450 has been performed to bring the vehicle close to compliance with the maximum emissions standards.
